Despite intensive negotiations involving top officials from Israel, Egypt, and Qatar, significant progress toward a deal remains elusive, according to sources close to the discussions.
Director Burns engaged in discussions with key Middle East figures, including David Barnea of Israel's Mossad intelligence agency, Egyptian intelligence chief Abbas Kamel, and Qatari Prime Minister Sheikh Mohammed bin Abdulrahman al-Thani. The talks, held in Cairo, were part of a broader initiative by the Biden administration to de-escalate tensions in Gaza and prevent the conflict from spiraling into a wider regional war.
However, Israeli security officials, led by Barnea, left Cairo without bridging key gaps in the negotiations. Critical issues such as the duration of a proposed cease-fire and the exchange ratio of Palestinian prisoners for hostages remained unresolved. Israeli officials reiterated their stance that Hamas's demands were unrealistic, further complicating the path to a viable agreement.
While no major breakthroughs were reported, both Egyptian and U.S. officials confirmed that the negotiations would persist through diplomatic and security channels in the coming days. The urgency of the discussions was underscored by Israel's preparations to extend its military operations into Rafah, a move that could exacerbate the humanitarian crisis in Gaza.
Israeli military leaders, including Lt. Gen. Herzi Halevi, signaled intentions to expand operations into new areas, citing the need to target Hamas infrastructure and root out militants. In response to Israel's planned escalation, South Africa has urgently appealed to the International Court of Justice (ICJ) to intervene and prevent further harm to Palestinians in Gaza. Last month, the ICJ issued an order calling on Israel to halt the destruction of Palestinian communities and facilitate humanitarian aid access but stopped short of mandating a cease-fire.
